Individuals that are ages 19 to 24, or age 18 with a high school diploma, are required to hold a learner's permit for three (3) months to qualify to test for a provisional license. The requirement for practice driving remains sixty hours (60), with ten (10) hours of that at night. If an individual is convicted of a moving violation while holding the learner's permit, the requirement defaults to nine (9) months as it does for the other age groupings.

All students 15 years and older can begin the 30 hour in-class portion of the Maryland State Driver Education Program. Students who have passed the MVA Learner's Permit Test and possess a Maryland Learner's Permit can begin the 6-hours of behind-the-wheel training included in the Driver's Education Program. Additional behind the wheel driving lessons can also be setup as well as the road test for the drivers license a the MVA. This new regulation applies to all current and future students. The Maryland Motor Vehicle Administration recommends that students start Driver Education at age 15 or older.
